The law enforcement agency for Kerala, Kerala State Police, is based in Thiruvananthapuram. It is also the capital of the state.

Kerala Police is known for being one the most well-managed and respected state police forces in India. It also has a strong reputation in maintaining law and order. The Kerala Police is one of the first South Asian police departments to adopt community policing by means of an enactment. This is commonly known as “Janamaithri” policing. It literally means people-friendly policing.

The highest number of cognizable offenses in India, second only to Delhi’s National Capital Territory, is registered by Kerala Police. This must be seen in the context of the relatively peaceful image that the state has. This is due to the state’s good practice of registering all cognizable instances reported at the Police Station level and addressing the criminals and offenders legally.

The Kerala Police has been at the forefront of many police reforms and innovative programs in the country. The 2011 Kerala Police Act was a model for other state police forces to create their own Police Acts. Its avant-garde provisions, which allow the establishment of Police Establishment Board and Police Complaints Authority as well as State Security Commission, Police Welfare Bureau, Community Policing, and other related functions, have made it a modern-day treatise on Policing.

Only two exceptions to this rule are the police districts in Thriuvananthapuram and Kochi, which are headed by officers of rank of Inspector General and the Kozhikode police district which is headed by officers of rank of Deputy inspector general of Police. Kerala has 19 police districts. All of the Kerala police districts are coterminus with the boundaries for Revenue districts, except five. 

Thiruvananthapuram, Thiruvanathapuram and Thrivanathapuram urban police districts respectively, Kollam (Kollam and Kollam village police districts), Ernakulam and Kochi (Kozhikode and Kozhikode villages), Thrissur and Thrissur are the five Revenue districts.

This wing is headed by ADGP Crimes. Crime Branch is an exception. It is specialized in investigating complex organized crimes, financial frauds and economic offences with large ramifications. 

The Crime Branch is authorized by the State Police Chief to investigate cases. This is due to the complexity of the cases and the resources needed to prosecute them. 

The Crime Branch is divided into three Ranges, namely Thiruvanathapuram Ranges, Ernakulam Ranges and Kozhikode Ranges, each headed by an Inspector General of Police officer. Each range is further subdivided into Crime Branch Units, each for a particular district, and Central Units that are headed by an officer at the rank of Superintendent.

In 1956, the linguistic restructuring of India’s States led to the creation of Kerala State. It was established on the 1st of November 1956. The State of Kerala was formed when Travancore, Cochin, and Malabar were merged. However, some parts of those areas were still separated. Major changes were made to the entire Police Establishment.

 In 1956, the total strength of Kerala Police, excluding M S P and Fire Force was 11,312. 

The 1960 Kerala Police Act gave the Kerala Police special powers and functions. Inauguration of the First Women Police Station in India by the former Prime Minister Smt. Indira Gandhi in Kozhikode, 1973. In 1981, the Head of Police was changed to Director General Police (D.G.P). T. Anantha Sankara Iyer was the first D.G.P. of Kerala.
