The Non Creamy Layer Certificate and the term creamy layer are derived from a Supreme Court case. Mandal’s case was involved (Indra Sawhney& Others vs Government of India). The Central Government issued an Office Memorandum reserving 27% of central government service posts. This was in response to the case.
Income Limit: The income limit for Noncreamy Layer Certificate is 8 Lac per year. Also, if the child’s gross annual income is less than 1 Lac (1 Lac) over three years, they won’t be eligible for reservation benefits.
Validity:Non-Creamy Layer Certificates are valid for one year only. This will start from the date you receive the certificate. You can apply for NCL again after one year.
